Uttar pradesh recorded the ₹41, 250 crores excise revenue in FY-23, which is most compare to any state.
Excise revenue of ₹41,000 crore in FY-23 is 3 times more than ₹14,000 crore in FY-17. And the reason for this huge increase is the change in UP’s liquor policy of 2017, which changed the tender system to e-lottery.
E- lottery system helps the government to establish a common playground for all the parties who want to enter or expand the liquor business. It helps the government to prevent the monopoly of any businessman and also stops obstructs the rise of new “PONTY CHADDHA”.
Ponty chaddha was also known as King of Liquor of Uttar Pradesh, once he had the pure domination or monopoly in Up’s liquor policy due to his political connection.
There are two main reason also which helps to increase the excise revenue of up -firstly, the prohibition of alcohol in bihar increase the sales of liquor in up especially in the region of PURVANCHAL and secondly, the expensive cost of alcohol in delhi , helps to increase the sales of liquor in WESTERN UP die to it’s cheap cost .
Every coins has two sides just like that regards of the increase in excise revenue which means increase in the sales or consumption of alcohol , has two viewpoints :-
The increase in excise revenue help uttar pradesh government to increase their budeget of expenditure which helps in the growth of state and use to give the state monetry independence which also use to lower the debt to gdp ratio of the state.
But on the other hand there is a concern of health experts, women and child right activists and economists who say that the excess consumption of alcohol increase the cancer , liver failure, kidney failure and health issues on its population and it also increase the abuse on women and child, increase in divorce rate and economists has the viewpoint that “excess consumption of alcohol increase per capita debt which use to degrade the economic structure of the state because Uttar pradesh economy is consumer oriented”.
The government also has many plans to increase this revenue to by replacing the molasses made whiskey to grain made, increasing the license fees and Value added tax (VAT) .
But there is a question that for every government , if they are ready to sell poison then why they advocate the antibiotic , if they are ready to spread fire they why advocating water to stop that . Just like that if they are selling the liquor and promoting that, then why they used to decieve the common citizen by the ads of alcohol prevention?
WHY THERE IS A DOUBLE STANDARD ?
