CPL Fellowship 2024: Empowering India’s Future Public Leaders

In an era marked by rapid change and evolving challenges, the need for dynamic and skilled public leaders has never been greater. Recognising this, Citizens for Public Leadership (CPL) proudly introduced the CPL Fellowship in 2017. This year, it will begin with its 7th cohort. CPL fellowship is designed to equip India’s aspiring public leaders with the tools and knowledge they need to create positive impact through policy & leadership.

This year’s application cycle is from October 2nd, 2023 – November 28th, 2023. The fellowship is a 10 month journey that aims to cultivate the next generation of leaders in the realm of public policy through a finely crafted curriculum focussing on public policy in India and globally.

Salient Features 

The fellowship is carefully designed to include weekend sessions, skillshops, capstone projects, one-on-one mentorship and exclusive access to CPL Policy Conclave. Through extensive academic research and professional insights, the CPL Fellowship provides following essential skills:

The skills taught during the fellowship is: multi-party negotiation, design thinking, data analysis & evidence based policy making, adaptive leadership through films, public speaking, persuasive policy brief writing. 

The fellowship includes a Policy Conclave in summer where fellows interact with policy experts. It is a two-day event organised annually in New Delhi with members of parliament, senior bureaucrats, policy experts and youth.

Selected fellows also receive mentorship for foreign admissions in policy schools. In the past many fellows have gone on to study at Harvard Kennedy school of Public Policy, University of Chicago, Columbia University, London School of Economics, Lee Kuan Yew School of Public Policy among many more.

Interactive Sessions & Curriculum

The CPL Fellowship takes a two-pronged approach: imparting critical skills and fostering a deep conceptual understanding of diverse policy issues. The programme achieves this through interactive lectures led by policy practitioners, research scholars, Members of Parliament, bureaucrats along with peer-to-peer learning. 

The curriculum of the fellowship focusses on 9 thematic policy areas: (1) Economy (2) Foreign Policy (3) Social & Urban Policy (4) Indian History (5) Politics (6) Media (7) Law (8) Technology (9) Ethics.

The focus on these areas equip fellows with the knowledge and skills required to solve the pressing policy related issues in India. These sessions are taken by some renowned speakers including Steve Jarding (Harvard University), Ovais Sarmad (Former executive secretary, UNFCCC), Nidhi Razdan (Journalist, NDTV), Shashi Tharoor (Member of Parliament), Swati Maliwal (Chairperson, Delhi Commission for women), Manoj Jha (Member of Parliament), and Yamini Aiyar (CEO, CPR) to name a few.

The 10-month journey is divided into trimesters, ensuring a structured and coherent learning experience.

Capstone Project & Social Entrepreneurship

The pinnacle of the CPL Fellowship experience is the Capstone Project. These projects, undertaken by fellows, represent a significant and comprehensive body of work that reflects their academic passion and professional interests cultivated during the fellowship. Capstone projects may take various forms, such as case studies, research papers/reports, policy briefs, policy memo, podcasts, documentaries, and more.

These projects further have transformed into various social-impact non-profits run by alumni including NETRI Foundation, LedBy Foundation, Paint It Red, Ikvanshu Foundation, and many others. Fellows also receive access to an exclusive CPL Collective, a 200+ community of alums working globally in different areas of public policy, and access to different opportunities in the area of public policy, development and research in globally and India.
